Payless counter had a sign: go to Avis. Avis gave us a car that was already rented. Back to the counter. Gave us a free upgrade. Fine.

Unfortunately their computers were down so they handed me off to any other company available which meant that i ended up having to spend way more on a rental because at that point the prices were higher than my reservation as it was late at night and i had a special type of car needed. there was no manual plan to help me rent with them in case of such computer failure - it was just throwing their hands up in the air and saying ‘oh, well. sorry!’ it was a miserable evening of trying to find a car that wasn’t 4x as expensive. i spent over an hour and a half in the terminal trying to find the least expensive alternative. i will not be renting with them again. :(.
